Carrier Crow - Red Wizards

A large, raven black crow would be seen circling purposefully over Axfell - it's far too large to be an ordinary bird and its dark red eyes enforces this belief.

Upon seeing captain Hullet, the bird dives and drops an ornate, rolled letter into his hand - before he has a chance to swat it away. After opening it, he scans it through then shrugs.

Awhile later he hands the letter to a guard and tells him to take it to the magistrate.
