So how does rebuke work?

Is there a choice between rebuke and turn?

When I turn something it shows the dominate animation over their heads. I have never actually turned anything.

The reason I ask is because I read a server message about my cleric lvl detected and rebuke. I can not remember the exact wording.

Plain and simple:

Evil clerics dominate the undeads unless it's a high level biatch like a Lich (then you just fear or daze them I think)
Good clerics destroy the undeads unless it's a high level biatch like a Lich (then you just fear or daze them I think).

...Rebuke is only for evil clerics.

But I'm not dominating them. I can't control them at all. They just stand there.

Is that by design?

That isn't rebuking. That is stunning them which is not even close to rebuking.
