heh i had a cleaven, and i still have one. But truth be told i got bored of it, i mean.. Whenever i am on my cleaven char, everyone is AFK leashing xp, and when i finaly find one it isent always they have time to rp. ( i know some of you rp and i have rp'ed with some of you)
But on my axfell char, i can often.. find a active group of 4-5 people.
Your prolly gonna say "Well, play your cleaven and rp with the others. help it get active" I kinda have tryet that.

There are many sides to this story... I tend not to buy into the whole "playing on axfell side is better" advertisement some original cleaven players have told me. (I myself have has insight on what it's like to be an axfell recruit through a friend).
There is no use pointing fingers and blaming others. Its not the fault of afker's that cleaven could be now empty, not the fault of the non-rp'ers and it's not the fault of the groups who know each other oocly... (so don't take what I'm about to say as blaming them...)
But I really do personally think its just a matter of cleaven players not liking each other ic/ooc enough to rp/pg with each other. Cleaven has honestly been divided (ic/ooc) into at least three groups roughly. Now these groups still included others to be in roleplay or xp gathering so there was little disclusion while these groups were around. Yet there was still some and the fact that they were around still had same affect on the game's atmosphere. For some groups its very easy for a new player to join and spot which characters/players possibly know each other ooc.
Not sure if axfell has the some ooc-groups i doubt they do... and if they do they hide it well enough. So its not surprizing to consider cleaven all divided disorganized and empty when the groups aint online to play
(it also means 1 person from that group getting banned could mean the entire group leaving...)
So in my oppinion nwn gaming where there are 0 ooc-irl 'ness type bonds = a bit better.
